The report is available here via www.matsol.org. This is a compelling report in its recommendations, but also in its profiling of the state of affairs in Massachusetts regarding the education of second language learners. It is disturbing to see how the English standardized tests function (or should I say are wielded?) as tools for expanding the gap of opportunity between LEP and EP students.
